The Comparative Study On The Different Living Standards Of Land-lost Farmers Before And After Land Acquisition

In recent years, with the increasing speed of industrialization and urbanization in rural area, a vast area of collectively-owned land has been requisitioned. As a result, more and more farmers have lost their farmlands. There are many unreasonable rules and regulations in the process of land expropriation caused farmers living standards decline, How to improve the living standards of landless peasants and to ensure social stability has great significance to improve the agricultural land requisition system, and build a harmonious society. Researching on how to innovate land expropriation system and social security system, and ultimately improve the living standards of landless peasants, which has Important significance for maintaining social stability promoting the new urbanization constructionand building a harmonious societyBy field research and surveys on Fuling、Chongshou and Shizhu, This paper tries to investigate the living situation of landless farmers, then analyze the reasons of landless farmers declining standard of living deep-seated, and lately propose appropriate policies and recommendations.Through the literature and field surveys method and combined qualitative and quantitative research method of data analysis, after compared the various research findings,which showed that:Land not only carries the function of the economy for farmers, and is the function of carrying the old-age insurance. On one hand, land provide the basic necessities of life for farmers, On the other hand, land provide farmers with pension, health care, unemployment insurance and other social security. Landless peasants living standard appears particularity, which is due to land-related factors affecting living standards of farmers comprehensive reflection. These factors include:subsistence sources of job security, pension insurance, medical insurance, etc.; the landless peasants living standards decline; local government compensation for landless peasants are often biased towards a single monetary compensation. So keep landless peasants living standards continue to improve, we should not only consider raising the landless peasants land requisition compensation standards, but also to consider the social security, employment security, living conditions and other factors.By f urther analyzing,we find the reasons of causing differences are complex. The main reasons are the difference with region economy development level,income and consumption level,land acquisition compensation mechanism, a reasonable degree of different land expropriated farmer training to different degrees and the improvement of social security system.Increasing the compensation standards of fermers whose land was expropriated, establishing the training system for the landless peasants, promoting the landless peasants employment, perfecting social security system, improving the farmers’income level, so that the income level of the land expropriated farmer may grows continuously.
