The Study On The Social Security System For Land-losing Farmers In Urbanization

The allocation for land-losing farmers has become the difficult point in urbanization and industrialization at home, it is needed to design a special social security system for land-losing farmers in accordance with the economic development Based on the careful analysis of the necessity and exigency to set up the social security for land-losing farmers, this paper suggests that considering land-losing farmers' present living security, skill-training and the future living security, the social security system for land-losing farmers should be set up to put end to the risks of land-losing farmers in ways that land is run commercially, that compensation fund is increased somewhat greatly. It is assumed that the core of the social security system for land-losing farmers is to set up the compulsory basic endowment insurance system only for land-losing farmers' basic living, which is corresponding to the local economy; that the local government is the direct obligor to set up the social security system for land-losing farmers, it is discussed how to collect money and how to form the supervision system for the sake of its effective operation; This paper presents it is necessary to do well in reforming the registered permanent residence system, "dismissing villages constructing housing", and the relevant policy design to put land-losing farmers into the "citizen lowest living security" system, so as to improve the system goal realization. With Xi'an taken for example, this paper studies the linking of the basic medical insurance and basic endowment insurance for land-losing farmers to the citizen social security system in an experimental way, and shows the particular number of year for joining the basic endowment insurance and basic medical insurance for land-losing farmers to the current citizen social security with reference to Xi'an practical economic development level and living condition level.
