This will bring enormous pressure on arable land protection.At the same time, in the process of urbanization development of jilin province still existsunadvisable problems such as low quality, irrational structure and so on. people in jilinprovince to hook study exploration work is necessary.Therefore,carring out the Researchon people linked to land planning is necessary.In this paper, cities and counties in Changchun and Jilin cities which has a high levelof urbanization are the scope of the study. Basis on the analysis of its natural, economic, social and other factors,this paper forecasts census register population and the permanentresident population,Supply and demand of construction land and priority to arrange orderTo investigate the implementation and feasibility about people linked to land planning.Thefollowing conclusions can be drawn.The agricultural land of Changchun and Jilin city has increased57,876.25hectaresfrom2005to2010. The construction land has increased239,032.9hectares.The unusedland has decreased289,501.58hectares, reduced to37774.82hectares.Through predicting the census register population and the permanent residentpopulation in Changchun and Jilin city,this paper forecasts that the census registerpopulation will reach about1250.63million and the permanent resident population willreach about1220.9million.The demand for construction land in Changchun and Jilin city will reach29,944.63hectares and Rural residential renovation potential will reach53,279.57hectares in2020.Throughing compared the demand and potential in all regions, this article concludesthat nanguan district, kuancheng district, chaoyang district, erdao district, lvyuan districtand changyi district demand people linked to land planning.Longtan district,chuanyingdistrict,fengman district,panshi city are self-sufficient area on people linked to landplanning.Shuangyang district,nongan county,jiutai city,yushu city,dehui city,yongjicounty,jiaohe city,huadian city,shulan city are the supply area on people linked to landplanning.This paper selects research indicators from status and trends.Using time managementmatrix priority,this paper Divided people linked to land planning and rural residential landconsolidation into four aspects: Important and urgent, urgent but not important, importantbut not urgent, not urgent and not important. For rural residential landconsolidation work,we should first concentrate on its work in Yushu city. Nanguan district,kuancheng district, chaoyang district, erdao district, lvyuan district and changyi districtand chuangying district can use its own funds for internal land consolidation.
