A Research Into The Land Use Partition Based On The Main Function Partition

With the rapid socio-economic development, the acceleration of the industrialization and urbanization, the large-scale occupation of the cultivated land, the deterioration of the land ecology and the blind expansion of the construction land, a series of land-use issues come to emerge unceasingly. Consequently, they have seriously hampered the sustainable development of the socio-economy and had a bad impact on the comprehensive land-use benefits. In that case, from the perspective of spatial distribution, it is the effective way to address the land-use problems to use the land resource reasonably. In order to analyze the intrinsic homogeneity and external difference of regional land utilization and to guide the land utilization and management purposely, the factors such as the regional natural conditions, the resource endowments, the stages of economic and social development and the strategic localization of the regional development should be taken considered of. Moreover, it is of great significance to implement the relevant differentiated policies and to divide the land-use areas scientifically and rationally.According to the resources environment, the development intensity and the development potentiality, the guiding principle and essential requirement of main function partition are to divide the national territory into different function-oriented area, to carry out differentiated regional regulating measures, to standardize the order of spatial development, to optimize the spatial structure and to promote the regional coordinated development. The main function partition also divides the region from the spatial angle, and the dividing results can instruct the land-use district effectively.At this point, the first step is to take the main function partition to the city territory, then to take the preliminary land-use partition, the integrated land-use district and the land-use functional zoning successively by employing the essential data analysis and combining the relevant software functions. On this basis, the prominent related safeguarding mechanism can be put forward.This thesis can be divided into six chapters:The first chapter is introduction. The background of this paper is elaborated from three aspects: the degradation of the land ecological environment, the disordering of the regional space development and the marked difference in regional development, and the research significance will be discussed thoroughly from both the theoretical and practical aspects. By consulting the related research data comprehensively, it can be found firstly that the overseas research process includes three phrases: the embryonic stage, the formation stage and the substantive stage. Then after reviewing them, the dynamics of the domestic research can be discussed respectively from both the theoretical and the practical research. At the same time, the ideas to build the thesis and the main framework can be brought forth. Finally, the general survey of the research area is demonstrated from the perspective of the geography location, the natural conditions and the socio-economy.The second chapter is the analysis of the coordination between the land-use zoning and the main function partition. Firstly, the introduction is given in detail about the concepts and types of the"two zonings". Next, discussion about the origin and basis of the coordination between the"two zonings"is explored; then, based on the practical investigation, the corresponding relationships between"two zonings"are analyzed. Finally, the basic strategies of the coordination between"two zonings"are come up with.The third chapter focuses on the main function partition in Wuhu city. After proposing the idea, the principle and the technical route of the main function partition, determining the evaluation unit, constructing the index system and using the SPSS data analysis and three- dimensional magic, the Wuhu city territory can be divided into five kinds of regions: the optimized development region, the key development region, the moderate development region, the limited development region and the forbidden development region, which will be evaluated respectively.The fourth chapter pays attention to regionalization of land use in Wuhu territory. In this chapter, it includes the elaboration of the connation of the functional regionalization of land use, the proposing of the ideas of the functional regionalization of land use, the collection of the relative data material and the construction of the index system. On this basis, by combining with the results of the functional regionalization of land use and utilizing the related function of Arcview 3.2, the domain of the Wuhu city can be divided into the land use preliminary district and the integrated district separately.The fifth chapter talks about how to guarantee the implementation of the regionalization of land use mechanism. The essential requests of the functional regionalization of land use are to enhance the economic efficiency, to maintain the social stability and to safeguard the ecological security. The ultimate goal is to pursue the maximized integrated benefits in the economic, social, ecological aspects. The strategies such as the land-use regulations and control targets, immigration, industrial structure, fiscal policy should be implemented to the land-use comprehensive area, which can guild and guarantee the implementation of the functional regionalization of land use effectively.The sixth chapter is conclusion and discussion. It carries out a concluding summary to the whole thesis and puts forward the main innovation points, inadequacy and outlook in this paper.
