Evaluate On Land Remediation Planning Efficiency In Changchun City Based On Emergy Theory

As the population continues to grow, the rapid development of economy, energy andchemical industry base construction and the requirement of ecological entry of the farmlandand ecological construction, the number of cultivated land in our country has formed atendency of decreasing in recent years, food security has become a challenge we are facedwith.Besides, the quality of cultivated land in our country is lower, for example, almost sixtypercent of the cultivated land quality is below the average level and the high qualitycultivated land whose production capacity is more than1000kilograms per mu accounts foronly6%, land use has become a bottleneck factor affecting China’s economic development.The land reclamation work around "the effective potential resources and orderly overallplanning for urban-rural development" has become an important key to solve the doubleprotect problem. It is an important means of promoting the economical and intensiveutilization of land, an important platform of promoting the construction of new countrysideand urban and rural development as a whole, the most important ways of protecting nationalfood security, and the important measures to build the national land and ecological security.Due to the public goods attribute of land reclamation projects, the environmental impactand ecological risk in the implementation of land management is a major concern. Theefficiency evaluation of land reclamation planning as an important part in the project cycle,can effectively reveal and feed back the problems existing in the implementation andmanagement of the project, providing theoretical basis, technical support and scientificreference for scientifically guiding the comprehensive improvement activities of the land andreasonable arrangement of land comprehensive improvement project.Taking Changchun city as an example, on the basis of system analysis of the existingresearch, regarding the research and analysis of cultivated land quality of the project area as astarting point, using the energy theory and method, the efficiency evaluation system of Changchun city land renovation plan is established. Based on MATLAB software platform,using the GM model, this article predicts the population, production capacity, powerconsumption, etc. of the project area. Based on the project area and the category of benefit inthe project, this article evaluates the benefit of land renovation, and according to the result ofevaluation, puts forward the corresponding suggestion.The results in this article show that:(1) according to the division standard of the nationalagricultural land, we can see that overall level of the agricultural land of Changchun city is inthe medium level.From the agricultural land’s coupling with the economic and socialdevelopment, the high-quality cultivated land area on the spatial distribution and strongeconomic development compound;(2) the social benefits of land use regulation in counties ofChangchun city are generally incressing, the added value of social benefit is shown as: YushuCity>Jiutai City>Nongan County> Dehui City>Shuangyang District>Changchun City, theincrease in numerical order:1.08E+15、6.69E+14、4.48E+14、2.64E+14、2.91E+14、1.13E+14sej.(3) the Changchun economic benefit of land use regulation also presentsdifferent degrees of increase, the added value of economic benefits is shown as: YushuCity>Nongan County>Jiutai City>Changchun City>Dehui City>Shuangyang District, theincrease in numerical order:2.75E+15、1.65E+15、1.33E+15、8.75E+14、6.26E+14、8.82E+14sej,(4)the ecological benefit of the land consolidation significantly enhances invarious cities and counties in Changchun City, the ecological benefit value is: YushuCity>Nongan County>Jiutai City> Dehui City>Shuangyang District>Changchun City, theincrease in numerical order:2.36E+20、1.00E+20、6.50E+19、3.81E+19、2.88E+19、4.57E+18sej.(5)(On) comprehensive benefits, the land consolidation benefits in variouscities and counties of Changchun City are huge, which is shown as: Yushu City>NonganCounty>Jiutai City> Dehui City>Shuangyang District>Changchun City, the increase valueis:2.36E+20,1.00E+20,6.50E+19,3.81E+19,2.88E+19,5.34E+18sej, through the dataanalysis, we know that the average value accounts for more than99%of total ecologicalbenefits, it can be seen that ecological benefits in land reclamation has attracted the attentionof relevant departments.
