Division Of Main Functional Areas And Police Research In Zhejiang Province

The practice of main functional areas strategy is an important pathway of implementing Scientific Development View, a great innovation of regional development and management in the new period. Since the Fifth Plenary Session of the Sixteenth Central Committee of the Communist Party of China (CPC) announced the concept of main functional areas, The Party Central Committee and the State Council have always emphasized it. National eleventh five-year plan clearly put forward the compilation of main functional areas planning. The17th National Congress of CPC demanded some promotion of main functional areas formation. The18th National Congress of CPC raised an issue of speeding up the implementation of main functional areas strategy. The Third Plenary Session of the Eighteenth Central Committee of CPC proposed unswervingly implementing the main functional areas policy. However, main functional areas is a new thing, there are few studies related to it. Therefore, it needs more research. The division of main functional areas and police research in Zhejiang Province can provide new ideas and new methods to the government to achieve regional harmonious development.This study aims Zhejiang Province as the object, by using empirical analysis and quantitative analysis methods, to research the technical route of main functional areas division, to clear evaluation index, to put forward the relevant methods of main functional areas division, and to form a different regional policy on finance, investment, industry, land, population, environment and performance appraisal to develop main functional areas. Through the above study, the following main conclusions are coming:1) Division of main functional areas is the foundation of promoting the formation of main functional areas. This study makes clear10major indicators to the division of main functional areas, and provides the scheme for dividing the main functional areas of Zhejiang Province through using comprehensive evaluation methods of national land space, principal factor method and hierarchical blocks method.2) Different policy and performance appraisal is the guarantee of the promoting the formation of main functional areas. According to the scheme for dividing the main functional areas of Zhejiang Province, this study forms a different regional policy on finance, investment, industry, land, population, environment and performance appraisal, which could be an important guarantee.
