Finance is a kind of resource, which can deploy other resources. An efficient allocation of financial resources has become an increasingly important factor in the healthy development of the regional economy. Since the acceleration of the Delta PPRD’regional integration process, the configuration of the nine provinces’financial resources has been significantly improved, while the regional imbalance is gradually exposed. How to measure the allocation efficiency of the nine provinces’financial resources and how to optimize it to improve the financial strength of the Pan-PRD Delta region are of important theoretical and practical significance.Based on the description of the current situation of PPRD Delta’financial resources and the selection of comparison of data envelopment analysis (DEA), this article will estimate from2002to2012Pan-PRD provinces’financial resources allocation efficiency and their changes in value, and make a deep comparative analysis differently from static and dynamic dual perspective just about these provinces’allocation efficiency of financial resources. Meanwhile,the article will research on the macro and micro factors affecting the allocative efficiency through qualitative and quantitative way, and present pieces of suggestions to improve financial resource allocation efficiency on the basis of empirical findings.It is found that, in the nine provinces, the financial resources allocation efficiency average value of Guangdong and Fujian is higher than the others, while Jiangxi’s and Hainan’s belong to the low. Besides most of the nine provinces decline in the value probably caused by the financial crisis in2008and late increased gradually after that. Factors affecting the value can be divided into macro and micro aspects, the former includes differences in the level of economic development of these provinces and the uneven of government’s fiscal and policy intervention efforts, the later mainly refers to the uneven configuration of those provinces on deposit ratio, social direct financing proportion, insurance density, the specific gravity of government spending, financial employees weight and so on.
