The Study On Allocation Efficiency Of Financial Resources In Gansu Province

In today's economy,finance is the most important factor in the economic growth,and its resource attribute is gradually emerging.Financial resources are a kind of special resources,and they have the attributes of natural resources and social resources.In the course of the development,in addition to its own input and output activities,the finance is also responsible for the promotion of inter regional capital accommodation.The core function of finance is to guide the value movement and realize the effective allocation of resources,and the efficient allocation of financial resources is an important force to promote economic development and social progress,therefore,it is very important to research on the efficiency of financial resource allocation.Gansu province is a less developed province,and its economic development is relatively backward,and Compared with the developed provinces,Gansu's financial industry has a lot of room for improvement.As for Gansu Province,how to improve the efficiency of financial resource allocation,accelerate the reform of the financial industry,promote the development of the financial industry,which give full play to promote regional economic growth,is worth us to pay attention to the subject.Firstly,this paper introduces the theory of financial resource allocation.Secondly,analyzes the allocation situation of financial resource in Gansu province,and summarizes the problems in the allocation of financial resources in Gansu Province,such as the small amount of financial resources,the low operating efficiency of financial institutions,inadequate use of funds and so on,then from the current situation and existing problems,this paper analyzes the macro and micro factors that affect the allocation efficiency of financial resources in Gansu province.Thirdly,the DEA model is used to calculate the allocation efficiency of financial resources in 14 regions of Gansu Province in 2006-2015.In the static efficiency analysis,it is found that the allocation efficiency of financial resources in Gansu province is low,and there is a big room for improvement;From the pure technical efficiency value reflects the relevant system operation and management needs to be improved;It can be seen from the scale efficiency,the scale efficiency of the allocation of financial resources in Gansuprovince is higher,but there is still a gap between the optimal scale,and it still need to improve.Through introducing the Malmquist index,this paper analyzes the dynamic efficiency of the allocation of financial resources in Gansu Province,and finds that the efficiency of financial resource allocation in the whole province is improved from2006 to 2015,and the improvement of financial resource allocation efficiency is due to technological progress and innovation.Finally,according to the current situation of financial resources allocation in Gansu province and the problems in the empirical results,this paper puts forward some concrete measures,such as reasonably developing financial resources,improving the operational efficiency of financial institutions,strengthening the construction of credit environment,and expanding the way of financial resources allocation,in order to provide some realistic basis of improving the efficiency of financial resources allocation in Gansu province in the future.
