The engineering cost consulting enterprise belong to the typical knowledge-based enterprise, its core competitiveness lies in the quantity and quality of talent. The engineering cost consulting industry of our nation has developed rapidly despite its late start,and has also developed into an important force in the whole engineering consulting industry. Comparing to knowledge-based employees’ management of the engineering cost consulting enterprises in abroad like America, the situation is laggard in china and restricts the development of this industry. The follow problems are most conspicuous:First of all, the diathesis of employees is obviously on the low side, that can hardly meet the requirements of this industry’s development; Secondly, this industry can hardly attract and retain employees within a highly mobile workforce; Thirdly, the shortage of existing incentive mode can hardly meet the diverse needs of knowledge-based employees; Fouthly, the lack of practice discipline is a very serious challenge, as a result, the kindly of risks become more difficult to measure and prevent; Last but not least, many knowledge-based employees feel no sense of accomplishment from their work, and have no enthusiasm to learn and development.The competency model is the basis and the key links of modern human resources management. By analyzing and constructing the competency model of knowledge-based employees in the small and medium-sized engineering cost consulting enterprises, we can make a concrete analysis of each specific competence features that relate to excellent performance so that to standardize the management of business and avoid risks. Besides, the company can also optimize the human resource management system in the view of knowledge-based employees’ characteristic to better meet individual employee’s needs and avoid turnover of core employees.Based on the above analysis, this article adopt the problem-driven idea, to explore how to motivate and manage knowledge-based employees in the small and medium-sized engineering cost consulting enterprises. In order to reinforce the theoretical foundation of this paper, we systematically reviewed the theoretical research progress of the topic that relate to this paper which include the engineering cost consulting enterprises and its knowledge-based employees management both at home and abroad, the knowledge-based employees management theories, and human resource management based on competency model etc.According to the research question and literature review, we refer to some well-developed methods of competency model like literatures review and the behavioral event interview to developed a initial competency model of the knowledge-based employees in the small and medium-sized engineering cost consulting enterprises. Then, we validated this initial model by means of questionnaire. Finally, we got the effective model which has been identified that included5dimensions and33competence features.Then, we base on this competency model and refer to related theoretical achievements to analysis the concrete approach to effectively incentive knowledge-based employees in the small and medium-sized engineering cost consulting enterprises. Specially, we focus on recruiting and selecting, training development, human resource incentive mechanism and career development to make this approach become more clear.In the end of article, we discussed the conclusion we have gotten, the insufficiency of this paper and the future trends of prospective memory were discussed.
