The level of development of intellectual property has become a core measurement of a country’s technological competitiveness. The key part of the performance evaluation of the implementation of intellectual property strategy is the patent quality evaluation system. Currently, there is a bad guidance to use quantitative indicators extensively during the evaluation of the quality of patents. It is important to study the patent impact indicators and set up patent comprehensive evaluation system, which is crucial for a comprehensive and objective evaluation for the patent.Chinese Academy of Sciences(CAS) is the largest national research organization, whose affiliated institutes are the main technology innovation groups. The technology innovation activities are applied mainly by the subject team, whose intellectual property management situation may reflect basic conditions typically in the research groups. Firstly, the patent quality in subject team is introduced and the patents are created in the subject team, as well as the patent quality control. Therefore, the patent quality is studied from the research group level. Firstly, based on the literature study, AHP and expert scoring method, the three groups of patent comprehensive quality evaluation indicators, which are the number of indicators, quality indicators and efficiency indicators, are established as a comprehensive evaluation system. Based on the CAS patents in2008-2012, the factors affecting the quality of the CAS patents are analyzed and make out the suggestions for patent suggestions. Then, in order to verify whether the three groups of patents Comprehensive Quality Evaluation are indispensable, the "vertical" approach grades is applied on the number of indicators, quality indicators and efficiency indicators for patent quality evaluation. Finally the three groups of indicators will be integrated for patent quality evaluation. The three groups of indicators are analyzed individually on the impact on the comprehensive quality evaluation. The results showed that three groups of indicators as the whole for patent evaluation can objectively reflect the overall quality of patents. Finally, based on the evaluation results, we recommend that the CAS should make patent quality control at the research group stage for patent creation. The comprehensive patent quality evaluation system is applied in this paper, which is analyzed empirically for the overall patent quality evaluation. The weight of the three groups of effective evaluation indicators are determined by expert scoring method and the single criterion weight basis under relative right elements, in order to ultimately determine the evaluation system. The system is suitable for the comprehensive evaluation levels in a large number of the patent, which can analyze the relative quality in the three groups of indicators, but not bound by the year patent licensed and technology fields. Validated by the "vertical" approach in the paper, the three groups of indicators for patent quality comprehensive evaluation, compared with the one group of indicators, especially the number of indicators, are better reflect the quality of patents.
