In the knowledge economy, the quantity and quality of patens has been an important factor to represent a country’s ability of innovation. Recently, the rapid increase of patents has aroused the attention of many countries worldwide to focus on the quality improvement and industrialization of the patents. Many developed countries have taken measures to strengthen the industry competiveness as well as save the transaction cost.The process of patent industrialization is a complex and dynamic system. Except for the patent itself, the market and industry environment, and the dynamic interaction between relative agents are also of great significance to the whole process. This paper holds that identifying the high-quality patent is the priority to optimize the whole system in case the waste of limited resource and cost. Plus, it would be effective if we discuss the measures to be taken from the related agents’ behavior perspective and find out what is the role of each agent. To identify the optimized behavior under certain situation of different agents is also one of the major tasks in the paper.The paper first validates the assumption that the patents with high quality means the higher capability and possibility to industrialize. Paten quality is the core factor of the total influcing factors excluding those oursource encironmental factors.Then combing through the indexes that used to evaluate the quality of patents,this paper has modeled to identify high quality patents with industry-oriented threshold based on the validation of patents data of solar energy industry. The patent quality evaluation system is consisted of patent protection index, patent technology index, patent industy index. This paper finds the high-quality threshold differs a lot in different industry. as well as the three indexes.To improve the patent quality the agent should first evaluate the quality of the patent and according to the index distribution to improve the patent industrilization ability.In the end, by the platform of Netlogo the paper discuss the role of each agent including government, enterprises, agency and universities. The game model results show that cooperation would be the most common behavior among different enterprises in order to share the market risk. The simulation shows that if the threshold is too high within certain industry and the market changes too rapidly,the optimiezed behavior would be the cooperation behavior to improve the patent industrilizaiton ablitlity through shorten the industrilization cycle,lowering the transaction cost and market risk.However, if the maket changes too rapidlyor slowly,it will lead enterprises to choose other behaviors to improve the patent industriliaztion ability. In this case the optimized behavior for company will be to copperate with agency or research insititues. enterprises will find other ways to make profit instead of industrizing the patent. For government it should take measures to provide better protection law towards patents in order to help improve the patent protection index. For agency, it should provide professional help and service to help improve the patent industrilization index. For university and reach insititutes, they should cooperate more with enterprises to provide more high-quality patents to increase the patent technology index. The government should take care of the whole market and agencies should help narrow the gap between company and market. The universities and research institutions would provide enterprises more high quality patents. Only when all the agents behaved in an ordered way could the patent industrialization system function smoothly and successfully.
