Singapore is a political centralization and city market economy country. Yet, it isnot achieved through market regulation completely regarding the construction andallocation of housing but rather the combination of planning and market. It mainlyrely on government allocation, and the selling via market is complementary.Singapore’s housing security system is distinctive. The “Home Ownership”scheme which launched in1964is far-reaching, therefore formed the “HDB Flat”system arrangement eventually. Government provide cheap and long term own livingpublic house for middle-low income community via Housing and Development Board.People who living in HDB flats account for80%of total population, forming theunique pattern about government solving the most of the public housing problemwhich is rarely seen across the globe.Shanghai is the most economically developed city in China, and also thegovernment has always attached great importance to housing supply and securitysystem.30years of reform and opening up have witnessed the per capital living spacerising to17.3square meters in2012from4.4square meters in1980. Meanwhile,Shanghai takes the lead in the establishment of low-rent housing and housingaccumulation fund system. It gradually improved the housing system, given theaffordable housing, low-rent flats, housing accumulation fund as the main content of property rights. It guaranteed the general public and low-income families to enjoy theright of home ownership. But in the actual process of policy implementation, there arestill many disadvantages in eligibility for access, financial holdings, rentalmanagement mode etc.This paper analyzed current policy status in Shanghai and characteristics inSingapore while starting from housing security policy development process. Acomprehensive comparative study in housing supply mode, planning facilities,distribution mechanism between both places is given. We can learn from Singapore’sbeneficial experience which gathered from public HDB construction, thus make theproposals that targeted Shanghai housing security system.
