Looking back on Shanghai housing security history of 20 years, we find that Shanghai has made big achievement in improving the people living conditions. However, we also see that it was still the initial stage, in the process of planned economy to marketing economy, inevitably there was some defects and deficiencies. In this paper, it is a comprehensive review of the achievements we have made and in-depth analysis of bottlenecks of the current work in Shanghai housing security.Shanghai has always been a city which has housing problems for more people but less land, it should be said that, after the founding of the PRC, especially since reforming and opening, each administration has been very concerned about this issue, and also has done a lot of practical activities. they have got some success but this phenomenon has not got any bigger change, and when it developed to low-cost house rent, the variety of problems are more and more, it is difficulty to go forward, the reason is worth ferreting out.All countries and all big cities have faced how to improve the house security in their development process. Development of a city often meet various factors such as population growth, limited land resources, widening income disparities which have major impacts on the housing consumption.
