Housing problem is not only an issue in the field of economy,but also in the field of social society.So my research tries to reveal some problems of the current housing security system in Shanghai through the comparison with that in Singapore,and propose some proper housing policy suggestions.The thesis begins with a brief introduction to our current housing security conditions,the research objective and significance.Chapter Two then gives the definitions on some core issues(such as the role of government,& the housing security system),and the summary on relevant social security theories,which followed by the some successful experience on housing security of other developed countries.The following three chapters are the major parts of the research.Chapter Three goes through the history of our Shanghai housing security reforms, which is divided into five phases according to the system transformations,that is,ⅰ) the welfare housing policy during the ear of planned economy;ⅱ) some experimental reforms on housing security system;ⅲ) complete reforms on housing security system;ⅳ) the reverse of housing security system;ⅴ) improvements on new housing security system.Chapter Four analyzes the comparison on the housing security systems both in Shanghai and in Singapore,focusing on the following four aspects: Government intervention,Housing policy system,Financial regulations and Operational results.Although both the countries are on the similar ground of housing security reforms,Singapore enjoys more efficient than Shanghai on institution management,land trading policy,housing policy,housing regulation and macro-control measures;more scientific and reasonable on housing policy designing and planning including public house,house development,house allocation and house differentiation;more mature and integrated on housing financial regulation containing accumulation fund policy,indemnificatory house price,house allowance,house insurance and house financial tools.Therefore, these two different security reform systems bring the countries different effects, that is,Singapore has solved the housing problems of 87.6%civilians;while,a series of political,economical and social problems has been raised in our country.In the beginning of Chapter Five,I give an analysis on three respects:ⅰ) the different concepts between House and Real estate;ⅱ) the responsibilities of our government on housing security reforms;ⅲ) policy and regulation designing and planning,in order to absorb some successful experience from Singapore's reforms.On the basis of social equity principle,I finally try to propose a few policy suggestions which mean to strengthen our government intervention,to accelerate indemnificatory house development,to reform house financial regulations and to reinforce the construction on the housing security system.
