At present, Chinese agriculture is at an important period which is from traditionalagriculture to modern agriculture, the traditional, small-scale and decentralized family-runsuited to the requirements of agricultural development,which has been the consensus. Thecentral document of2013clearly calls for innovating agricultural production and managementsystem,improving the degree of organization of farmers. Many forms such as large operatorsfarmers’ cooperatives and agricultural companies continue to emerge in the country. Incontrast, Xinjiang Production and Construction Corps which make agriculture as the pillarindustry continues consolidating the combined two-tier management system. It makes manyproblems.Its outstanding performance is that the agricultural competitiveness not high,theagricultural commercialization low and the deepening conflict between stakeholders on issuesand so on.Reform is imminent.This paper presents that the company’s operation is the direction of agriculture Corpsagricultural reform. It can solve the problem of the Corps of modern production agriculture byland concentration and production and sales of the company’s model. This paper is dividedinto seven chapters. The first chapter is an introduction, including research background andsignificance of agriculture at home and abroad about the basic operating system, companyliterature review of agricultural operations,research methods, content and ideas andinnovations in the article. The second chapter includes the definition of related concepts aboutthe modernization of agriculture and agricultural companies as well as the theoretical basisadopted. The third chapter card sorts the Corps agricultural operation system,including thechange of the basic operating system about Corps, and the evaluation of the system’soperating results based on the ecological and economic performance, and the description ofthe current regime Corps agricultural problems.The fourth chapter is to discuss the directionof the Corps of agricultural reform. It analyzes the problem from two perspectives.The first isto analyze four rural land system from the perspective of institutional economics.,pointingout that technological advances makes a substantial reduction in the use of live labor whichleads to the cost of measure of labor and monitor greatly reduced.The wage whosetransaction costs is least is the optimal reform program. The second point of view is from therequirements of modern agriculture. We can get the result the agricultural which farmers is themain subject can’t meet the requirements of modern agriculture by the analysis ofChayanov-model and rural labor allocation model of Lewis. The fifth chapter analyzes theobstacle factors which affects the realization of the agricultural company’s operations,including the change to reform ideas, the mission filed of functional separation betweengovernment and enterprises, and agricultural companies and other equity arrangements. The sixth chapter is the key of the article.In this chapter,we build a complete viable system ofagricultural company, and calculate the size of suitable for the cultivation of farmers under thenew model. It is also the innovation of this paper. The seventh chapter analyzed the inducedchanges and mandatory changes and get the result is that the best extension model of Corpsagricultural company operations is they used together.
