Research On The Behavior Deviation Of The Grass-Roots Government In The Rural Land Transfer

Agriculture is the foundation of the national economy industry as well as one of the main ways of increasing revenue for peasants. Land is the core element of the industry, so rural land circulation is of great significance to solve the “three rural issues”(agriculture,rural areas and farmers issue). Grass-roots government exerts the administrative power and it is also the most direct executors of the “three rural issues” policy. The execution of grass-roots government has a direct impact on the implement of the central “three rural issues” policy. Because of the weak idea of public service, long-term security vacancy,serious loss of flow process specification, and lack of effective supervision of the government behavior, there are offside, dislocation, the loss of behaviors in the grass-roots government in the rural land circulation, which has a great deviation in the government behavior required in reality. Theoretically, analyzing the grass-roots government behavior derivation contributes to improving the recognition of the grass-roots government’s role and function in land circulation and effectively avoiding the risk of grass-roots government policy. In reality, it can better the regulation of grass-roots government,regulate the land circulation market, and protect the peasant’s interest better. What’s more,it perfects the rural land contracting relations, arouse peasants’ enthusiasm of production,promote intensive management in rural economy and develop rural economy, so as to maintain rural stability.This paper starts from the grass-root government behavior, focuses on its behavior derivation and explores the problems of rural land circulation in grass-root government behavior. This paper will be researched by using the cases of a typical area, by means of case analysis, the methods of literature research, systems analysis tools. This paper is based on political science, sociology, management theory, analyzing some offside behaviors in the current rural land circulation such as the grass-roots government’s government-led and excessive intervention of rural land circulation, affecting the price of land circulation, interfering land circulation main body, as well as the behavior like lack of policy guidance, lack of government information service, lack of farmers guarantee mechanism and the unclear government functional position behavior, which is of innovative significance in the research perspectives and research content. Fuzzy policy guidance, weak public service idea, serious lack of policy guidance program specificationand the lack of effective supervision and government behavior are the main causes of grass-roots government behavior deviation appears.To specify grass-roots government behavior in rural land circulation, some measures should be done: improving policy propaganda efficiency, completing policy in high quality, regulating the grass-roots government’s exceeding authority in rural land circulation, changing service concept, establishing innovative service government,improving the laws and regulations of rural land circulation, and establishing a strict and effective land supervision mechanism and other aspects.
