The basic situation of China is as follows: a great number of population, little farmland for every person on an average, serious shortage of spare farmland resource. The small agricultural economy of the traditional family workshop type, with the continuous improvement of productivity and the deep development of reform and opening, has already not adapt to the development of modern times and the request of the mechanizations, therefore, they're necessary to continuously consummate the farmland regulation, to strengthen the farmland management, to promote the farmland circulation, to revitalize the farmland property, to enhance the farmland efficiency, to realize the sustaining development.With the beginning of distinguishing the concept of land and farmland, this essay briefly reappears the historical origin and development of Chinese farmland regulation, researches the basic theories, mechanism of circulation, policy to set up and the modes of farmland circulation, also analyzes current obstacles combining with the reforming practice in farmland circulation in China, including feebleness of the nation's macroscopical regulation, the deformity of market economy, etc. Basing on this, the dissertation researches and analyzes the definite role of government in farmland circulation from the aspects of government's rules and regulations to found, market system to cultivate and strengthen, also corresponding supporting policy, and so on, then policies and measures to promote farmland circulation are detailedly put forward. At the end, through the actual inquisition, the first-hand data about current farmland circulation in our country is attained, the existing problems are analyzed in details, and also the reasonable measures and suggestions are given.In brief, this dissertation which at length analyzes the impediments and modes in farmland circulation at present in China puts forward the innovative policies and measures from the angle of changing and perfecting government functions, so that, the three agricultural problems could be solved further and the new village construction of socialism could be realized quickly.
