Promoting agricultural science and technology is an important carrier of implementing the strategyof relying on science and education to rejuvenate the agriculture, and the means of guiding with farmersto change behavior and achieving scientific decision. It is also the bridge and link for agriculturalscientific and technological achievements into practical productive, and assurance to achieveagricultural modernization.Daxing District whose total area is1036square kilometers, is located in the southern suburbs ofBeijing. It is known as the "Green Sea and Sweet Garden". It is also an important agricultural supplybase. With South city action plan, Yizhuang economic and Technological Development Zone extendingsouthward, the new airport construction and so on, the process of urbanization in Daxing District isspeeding up obviously. In the face of a serious shortage of land resource, the aging labor, and pooragricultural technology promotion team, how to further improve the construction of technical servicesystem in planting industry and the innovation of service mode, and promote the transformation oftraditional agriculture to urban agriculture, increase the income of farmers and solve the difficultproblem of government, are the problems needed to think about and solve by agricultural technologyextension departments.According to the literature, there are six major agricultural extension systems in the world,including the agricultural extension system with the Department of Agriculture as the foundation, theagricultural extension system with university as the foundation, accessory agricultural extensionsystem, non-governmental agricultural extension system, personal agricultural extension system andother types of agricultural extension system. The extension mode is not completely led by thegovernment, but divided into four types, as American mode, Japanese mode, France mode and Hollandmode. China’s is the quasi-public welfare system, one to one correspondence between agriculturalextension organization and agricultural administrative departments, which is mainly led bygovernment, in charge by the administrative department. Wang Jimin divides the domestic agriculturaltechnology extension system into14patterns in four types.On the basis of learning study from domestic and foreign agricultural technology extension systemand service mode, this paper makes systematic analysis and research of the development and servicemode of agricultural technology extension system of Daxing District for many years. From imperfect torelatively perfect, extension system in planting industry of Daxing District has come a long way. Overall,under the premise of unchanged government-led, there were some main problems on technologyservice system in planting of Daxing District, for example, the management system is poor; talentteam is instability; working experience in promotion is lack; welfare promotion function isweakening; agricultural workers is aging, professional technical personnel is lack. Flexible extensionservice mode and insisting on innovation, is characteristic in Daxing District. Planting service mode ofDaxing District can be summarized as nine modes in four types, one is the Promotion mechanism leading type, including science education mode, traditional extension mode and the leader ofagricultural technician mode; two is the science and technology project driven type, such as schools infield mode and village-level technology demonstration households mode; three is third party leadingtype, for instance,the mode of cooperation between Beijing Academy of Agriculture and ForestrySciences and Daxing District; four is the innovation modes of Daxing District, for example, going outand coming in mode, one hundred of technicians in hundred villages mode and farmers with large ofgrow seedlings mode.This paper studies that traditional agriculture of Daxing District turns to urban agriculture is aninevitable trend of city development, and agricultural functions is also changing from productagricultural products alone to meet the needs of life, ecology and culture. Agriculture is anindispensable part of city, Under the guidance of the characteristics of agriculture and agriculturalextension theory, complete agricultural extension service system is necessary to guarantee the existenceand development of agriculture, technology implementation takes the corresponding service modeaccording to the different content, different objects. Through analyzing the present situation of theservices system and innovation mode in planting industry of Daxing in Beijing, nine policyrecommendations are provided, which is including "completing the promotion of grassroots agriculturaltechnology extension system, and policy of improve public welfare service capacity"、"Innovatingpromotion mechanism, implementing and generalizing responsibility system","Optimizing structureof agricultural technology extension team, strengthen the training of agricultural extension personnel"and" Strengthen training farmers, improve farmers’ cultural and technological qualities".This paper has great significance to solve the bottle neck of urban modern agriculturaldevelopment in the new period, while it has a practical reference to urban modern agriculturaltechnology service system and innovative service mode in other major cities.Two innovative aspects are described in this thesis. One aspect is the first systematic study on thetechnology service system and technology service mode in planting industry of Daxing. An other aspect,the theory of farmers’ behavior is applied to the innovation and development of the agriculturaltechnology extension system and mode, is instructive for guiding the innovation of the agriculturaltechnology extension system.
