Research On Strategy And Countermeasures For County Economic Development Of Linfen City

As a unit of the economic geography, the county is the Department which combine the cityeconomy and rural economy. It is also an area where the "three rural issues" concentrate. In the processof rapid urbanization and the building of a well-off society and the new rural in our country，the countywill be becoming the focus. However, at present with a lot of county economies at a low level ofindustry, agricultural inefficiency, underdevelopment of leading enterprises, low level quality ofeducation and human resource, slow growth of farmers’ income, county urbanization lagging behindindustrialization，study on sustainable development of county economy will be an important topic.Shanxi is a county economy based Province, county population accounts for more than70%of thepopulation, and the county economy accounts for56%of the GDP. How to choose the path ofdevelopment of county economy for Shanxi Province has important theoretical significance andpractical value. Linfen as a less developed area in Shanxi Province，has one municipal district, twocounty-level cities,14counties, and the county’s economic development is still relatively slow. There isstill a big gap compared with the economic developed areas of the county economy. As Linfen has acertain representativeness in many counties, the research on it has a strong reference to the Shanxi’scounty economic development.For the sustainable development of county economy, this paper firstly defines the concept ofcounty economy. Then it analyzes the current domestic and foreign research situation of sustainabledevelopment of county economy. Taking Linfen city as an example, it analyzes the condition of countyadministrative division of Linfen city and regional transportation, environmental factors, industrialstructure, labor resources and summarizes the characteristics of county economy development of itsthree industry.With reference to the UN Human Development Index (HDI) evaluation method, based on thescientific objectivity， timeliness, prospective of general scalability, operational principle, it bulids thecounty comprehensive economic development evaluation index system of Linfen City, making theeconomic base, economic structure, vigor of economic development as the first class index and9second level index. The evaluation results show that the Anze County, Pu County, Houma City,Xiangning County, Huozhou city and other counties (or county-level city) has a higher level ofeconomic development and the Ge county Yonghe County， Fenxi county and Daning county is low.Gap with per capita GDP, per capita income, urbanization rate, TFP index is large.The papers analyses the comparative advantage of every county to provide a reference for thecounty economy layout on the whole economy by DEA data envelopment analysis. The analysis resultsshow that with the same inputs, the outputs are quite different for every county. So it should choosedifferent development path. The Gu county dominated by coal resources should continue to expandproduct variety and enhance the technological content of products, changing the past low position on the value chain. Some other counties which are not clear in comparative advantage, such as Houma, Fenxiso on. But careful excavation will find it has the conditions which other neighboring economies do nothave, such as Houma’s location which is reflected in the terms of trade and logistics. Some other mostpopulous counties, such as Hongtong, Huozhou, Yicheng, industrial and agricultural development aremore fully,their develop type is large and comprehensive. The factors considered in these counties forits development path need more nuanced to take use of its advantage.The paper further points out that the county economy of Linfen county has the problems of the gapbetween urban and rural gap being gradually widened, non-coordinated development of countyeconomy； lack of funds and difficult to adapt to the investment mode of economic growth; agriculturalbenefit being low and difficulty to transfer the rural surplus labor force；economic structure irrationaland the level of industrial structure being low; environmental and resources difficult to sustaineconomic development.The paper finally make some recommendations like being specific the functions of all levels ofgovernment to support the development of county economy；co-ordinating development of regionaleconomy to reduce the difference of county economy; developing district agriculture to lay a solidfoundation for economic development; optimize the economic structure to enhance the level ofeconomic development.
