The Study Of Selection Criteria And Process Of The S&T Intermediary For Technology Outcomes

Science and technology agents (S&T intermediary),working as economic service intermediate body, generate with the development of scientific&technological economy and minute division of labor. They play an important role in the modern market economy, such as deploying scientific&technological resources, coordinating all kinds of technical knowledge, and building bridge between the market entities to prompt transformation of science and technology into productivity. However, with the development of economy, S&T intermediary have to deal with so much scientific and technological achievements, which lack effective evaluation and normative workflow.This thesis, focusing on the S&T intermediary, researches the selection methods and manners of projects to find existing problems in actual working. Then based on my experiences in projects choosing in Beijing national technology transfer center of CAS, the grading and selecting standards in first time are made out according to "Evaluation Rule of Scientific and Technological Projects". Then the standard selection flow is built up, which refers to VC projects selection flow and the situation of S&T intermediary Furthermore,the paper has send questionnaire to the scientific and technological researchers and technology transforming workers to make clear the main factors contributing to successful industrialization of technology achievements and developed a quantitative assessment index system for the transformation.Those would give some valuable advices for S&T intermediary worker in projects selecting.The evaluation system was be constructed to practical work. The Chinese Academy of Sciences Beijing National Technology Transfer Center use the method in the actual case, the results show that the evaluation system is easy to use and can be quickly classification the technological achievements.To some extent, this system be able to achieve optimal allocation of resources agencies, improve the efficiency and successful rate.For the internal management of Science and technology intermediary, the will be a certain significance.
