Construction of ecological civilization must fully consider the impact of land usechanges on ecosystems, and also need to clear land ecosystem service value changes inland use planning, in order to optimize the allocation of land use as well as to achievesustainable land use and regional coordinated development. By analyzing the process ofland use changes and characteristics of ecosystem, based on ecological service valuetheory, this paper used the value of ecosystem services equivalent factor tables forHuailai County to make comparative analysis of the ecological service value betweenLand Use Status Quo (2010, hereinafter referred to as the status quo) and Land UsePlanning (Planning target year2020, hereinafter referred to planning), and then madeecological optimization of land use of Huailai County by using the linear programmingmodel, and achieved the following conclusions:(1)This paper calculated the implementation status and planning of landecological service value, using the ecosystem service value equivalent factor table. Thetotal quantity of the ecological service value of land in Huailai County is710.16106Yuan After the implementation of the planning, less10.21106Yuan than the status quo.Farmland ecosystem service value increased by1.99106Yuan, other types of landuse ecological service value were reduced, wetlands and land ecological servicevalue decreased, respectively4.30106Yuan and4.11106Yuan, Construction landdecreased3.06106Yuan.(2) Using linear programming model for ecological optimization of Huailai countyplanning draws conclusion: The total quantity of the ecological service value of land inHuailai County is725.15106Yuan. Ecological service value increased14.99106Yuan.Among them, the wetland ecosystem service value increased significantly is10.92106Yuan; Forest ecological service value is2.59106Yuan.(3)To the analysis of the land use optimal allocation we advised on the combinationof farmland protection and ecological construction, Ecologic function of mountainousarea and the protection of wetlands, ponds and natural water irrigation system.
