In today’s high-profile sustainable development, whether a regional development was good or bad can not completely rely on the judgment of its economic development. Today’s era, the emphasis is on involving the all aspects of evaluation overall efficiency about the population, energy consumption, economic conditions and environmental protection. Therefore, one issue on comprehensive evaluation of the efficiency of various regions of China in population, energy, economy, environment came into question. This article is to study the interaction between the various regions of China’s population, energy, economic, environmental systems, from this perspective. Combined with the requirement of efficiency evaluation theory, based on principal component analysis (Principal Component Analysis, PCA) and data envelopment analysis (Data Envelopment Analysis, DEA) theoretical foundation, its target is to evaluate a comprehensive study of efficiency in Chinese31provinces. Comparing the results of the overall efficiency of each region, to find the relevant factors that influence the development of various regions in order to provide a frame of reference in promoting Chinese related policies to get sustainable development objectives. In this paper, following the principle based on system theory and efficiency evaluation index system, it established the index system including18specific indicators of regional input-output efficiency from our overall population, energy, economy, environment subsystems and made relative effectiveness of integrated development efficiency practical application of the2010population of31provinces and autonomous regions in energy, economic, and environmental systems.This paper is divided into five chapters, the main contents are as follows:The first chapter introduces the background of the subject and significance, then immediately raised questions on the subject after the results of relevant research and literature were reviewed, and finally introduces the main idea of the structural arrangements, innovation and weakness of this paper.The second chapter introduces the institute of relevant theories and methods, including energy-Economy-Environment (3E) system theory and analysis (PCA) based on principal component analysis and data envelopment analysis (DEA) and the comprehensive evaluation method CCR model, as the theoretical basis of this study.The third chapter described the theoretical efficiency evaluation process of index system based on the principles of constructing complete selection of indicators. The fourth chapter using the data and the above specific step by step evaluation process to evaluate the results of the analysis which will be given step by step; then combined with the actual situation on the final interpretation of the analysis results of the evaluation, the final evaluation process carried further and more in-depth discussion.The fifth chapter summarizes the study and gives prospects for the study.Research work is mainly theoretical and practical point of view, the overall eficiciency of the evaluation study new party Law, the development of the PCA and DEA theory. The main innovations are:to study the overall efficiency of the evaluation model based on PCA-DEA; and application of the model to the overall efficiency of the various regions of China’s population, energy, economy, environment objectively evaluated; combined with the raw data to evaluate the results of the theoretical and meaningful interpretation and depth.
