Marine transportation and railway transportation, has become the main means of transportation at home, this is also the inevitable trend of world container industry development. Container transportation planning is directly related to the healthy development of coordination between railway and port and common interests and comprehensive transportation system. In recent years, with the development of transportation, sea and railway combined transport mode is also planning to gradually implement. But from the current situation, the number of domestic implementation of container sea rail transportation not total, between the data and the developed countries there is still a big distance. How to improve the container sea rail transport situation, and improve the efficiency of container sea rail intermodal transportation has become a serious problem. Under this background, the analysis and the quantitative research on theory and practice, qualitative, systematic evaluation of Dalian container sea rail transport efficiency, to put forward countermeasures to further improve the development of Dalian Port rail sea intermodal transport mode.The current situation of international, domestic container sea rail transport based on analysis and study, in the face of China’s container sea rail transport operation mode and management at the micro level, we design our container sea rail transport efficiency evaluation system, and through the Dalian Port container sea rail combined transport empirical proved the feasibility and rationality of the efficiency evaluation system and, further put forward the new ideas of China’s container sea rail intermodal development. The paper firstly explains the related theories of today’s international, domestic container intermodal operations management research and system engineering, efficiency evaluation, DEA model and AHP restraint cone; then from the sea and railway transport organization, business scope, process, efficiency and mode optimization promotion and other aspects of the analysis, in order to avoid the DEA objective weighting is an important index weight coefficient of small and not important indicators of the right major defects and AHP subjectivity, based on the construction of the DEAHP (based on the DEA model, with the AHP restraint cone) container sea rail transport efficiency evaluation model, and takes Dalian Port empirical (rail transport data container 2004-2013 years) to prove the feasibility and rationality of the efficiency evaluation system; finally, taking Dalian Port intermodal evaluation results as the basis, from the channel logistics system international standard design, reduced transport cost advantage, transportation system were analyzed in three aspects, puts forward the feasible suggestions and Countermeasures to improve the light rail sea intermodal container efficiency ascension.
