A Research On The Issue Of Social Security Of Landless Peasants In Kongtong District,Pingliang

In recent years, with the China’s urbanization, it has produced the social group of land-losing peasants and their numbers are increasing rapidly. To solve the problem of land-losing farmers social security concerns about social comprehensive sustainable development. The city of Pingliang in Gansu Province also faces the same problem during urbanization. The proper placement and social security of land-losing peasants has become an important factor affecting the stability and development of Pingliang City, which needed careful treatment. So I choose to study the land-losing farmers’ social security problems in Pingliang City, Gansu Province to provide reference for the protection of the rights and interests of land-losing peasants in the urbanization process of Pingliang City, provide the basis for the comprehensive and sustainable development and building new socialist countryside.This paper, though on-site visits, exchange forum, in-depth interview and examination of relevant documents among Liu Hu Township’s land-losing farmers of Kongtong District of Pingliang city, describes the state of living environment, economic status, employment states and psychological of land-losing peasants. The author of this paper finds that the land-losing peasants of Pingliang have difficulties in full implementation of old-age insurance system, medical insurance system, implementation of the zero state unemployment insurance. Then the author analyses the subjective and objective reasons of these problems. To solve the problems of social security for land-losing peasants of Pingliang, the right of land expropriation should be strictly defined, the social security system for land-losing farmers should be established and perfected gradually, and government’s land requisition should be strengthened.
