The ecological environment has been along with the rapid development of economy in China. The structural crisis between rapid accumulation of economic growth ecological without environmental protection and high shortage of ecological environment elements is the key factor which is constraint to sustainable economic development in China. Seeking a way of coordinated development between economy and environment has become a hot potato which needs to solve. Circular economy is a model of closed economic development which acclimates the times. As an inside factor of economic growth, ecological resources is integrated in economic system. The model raises output and economic benefits and accelerates the sustainable development of economy and ecosystem environment relying on the continuous optimization of resources productivity,meanwhile, it decreases waste and the consumption of resource and energy. Industrial waste recycling network is the main form which realize the model of economic development. An aggregate of certain enterprises with correlation reduces pollutant discharge by industrial waste re-use. In our country, industrial waste recycling network is mainly marked by Eco-industrial Park, such as Lubei National Eco-industrial Park, Guangxi Guitang National Eco-industrial Park, Xinjiang Shihezi National Eco-industrial Park. However, there are still many ecological parks haven’t finished desired tasks. The member enterprises did not maintain effective relationships. Therefore, in order to better the development of circular economy, there is important theoretic and practical significance to study industrial waste recycling network stability.The industrial waste recycling network stability is studied in this paper. The thesis adopts the principle of integration of empirical and normative research, qualitative theory, Game Theory and Case Analysis. Firstly this paper has probed into the use of industrial waste recycling network and its stability,and introduced the concept, characterization, function and type of the industrial waste recycling network. It also analyzes the recycling network from the structure, economy, technology, environment etc.. Then by using the method of Game Theory, the model parameter is set based on the factors that influence the stability. Also construction of industrial waste recycling was built by dynamic evolutionary game model between the downstream enterprises. Equilibrium conditions of implementation of industrial waste recycling network cooperation between enterprises was proposed. After that, the author also makes some theoretic analysis and research of all these factors. Finally, as an example the slag recycling network in Xingang have been investigated. Analysis stability of the current network state to find out the key factor for stable operation in turn to prove above research works.
