Study On The Reform Of China Maritime Affairs Administration

Maritime sector is on behalf of the government in accordance with the law of water traffic safety supervision and management of the competent authority. The trend of economic globalization will promote the development of Marine economy and prosperity, the maritime management as to ensure the safety of water in the development of government behavior, to maintain the water traffic safety, maintaining the order of shipping market is critical.The current maritime management system in our country is the institutional reform in1998formed on the basis of development, with the comprehensive advancement of export-oriented economy and the establishment of "sea power" strategy, the existing maritime safety management system already can not adapt to the needs of the development of the situation, all kinds of deep contradictions gradually highlights, the maritime management puts forward new challenge, to be required to strengthen the research of this subject. The present domestic research mainly limited in some partial, fragmentary, work experience on the type of problem to explore, the lack of overall and systematic study of maritime management system in China. This article starts with the current situation of China’s maritime management system, international maritime management experience of advanced countries and regions, using Reinventing government theory, Flattening organization,Administrative and political dichotomy theory, and using literature studies, comparative studies, summarize and analyze research methods,aiming at the problems in maritime management, draw lessons from and absorbing the maritime management experience of developed countries, based on the special system background and realistic constraints, put forward the perfect maritime management system and maritime management operation operability and advice, in order to effectively cope with the challenges of the maritime safety administration.Paper main body is divided into six parts, the first part introduces the background of the research of maritime management system reform, the purpose, significance, status quo of research at home and abroad and the research of theoretical basis and research methods. The second part introduces development of the world’s maritime management, development status and Inspiration.The third part introduces Historical change of maritime management system, development status,and analysis of the factors affecting our Marine Management System. The fourth part from maritime function configuration, institutional setup and operation mechanism, laws and regulations system and so on in-depth analysis of the maritime management problems existing in our country, points out the problems in existence has become the obstacles to maritime management, to solve the existing problem, must deepen the reform of the maritime management system, and analyzed the reasons. The fifth part combine our country Marine economy strategy such as maritime facing the situation, this paper expounds the maritime management system reform in China, practical needs and the advantage of reform.
