Research On The Post ECFA Era Cross-strait Customs Clearance Facilitation Management Strategy

As world economic globalization and trade liberalization propel, simplified and convenient customs clearance procedures has increasingly become the common goals for a market economy country in the international trade.In this context, as political and economic relations between Taiwan and mainland gradually improved, especially since2011, the cross-strait economic cooperation framework agreement (ECFA) took effect, the cross-strait economic and trade relations gradually began towards the normalization and institutionalization.With the areas and range of the cooperation deepening, the customs clearance procedures between two sides reforms. Superior customs clearance environment, convenient customs clearance procedures and efficient customs clearance service are demands of the time, fixing for the economic and trade exchanges across the strait.The booming positive momentum of the trade logistics across the Taiwan Strait develops since the ECFA took effect. This thesis focuses on the background of customs clearance environment of trade facilitation, based on Fujian’s advantages and unique position to Taiwan economic and trade. The author researches and analyzes the theory of customs clearance facilitation, by using the principle of international trade. Taking Pingtan Comprehensive Experimental Zone as an example, the author researches the reform of customs clearance mode design, customs clearance environmental improvement and other areas, draws on the advantages and avoid disadvantages, makes full use of the radioactive and conductive effect which is preferential customs clearance policy brought. On this basis and based on customs practice, the author boldly innovative ideas, studies and proposes the overall framework of customs clearance facilitation and specific cooperation projects.
