In recent years, the rapid development of Mobile Internet promotes the transformation of the telecommunications industry value chain. In the environment of Mobile Internet, Mobile Operators in order to avoid becoming the pipeline providers, is actively transform from the traditional voice business to the whole business. Now, Mobile Operators officially entered the value-added services market to competitive with the Service Providers. Mobile Operators and Service Providers turn the traditional model of collaboration into the cooperation and competition model. In the new telecommunications industry supply chain, the Mobile Operators and Service Providers how to improve their profits and how to impact the gross profits of the supply chain have become a major subject of research.Based on existing research, the paper build the cooperation and competition model of Mobile Operators and Service Providers. The paper put forward the incentives model and improve the existing cooperation model. It also redefine the decision variables of the supply chain and make the model match the actual situation. Finally, with the model analysis, the paper find the optimal effort solution of the Service Providers and the optimal information price fees of the Mobile Operators. The paper as well as takes into account the certain parameters’impact on the supply chain profits. In the competition model, the paper introduces the consumer utility and anti-price strategy. The Mobile Operators and Service Providers hope to get more users by reducing the price, also dealing with the price-cutting strategy of the competitor. Through the anti-price game, the Mobile Operators and Service Providers determine the value-added price and the optimal solution of efforts. The conclusion of this paper has a useful reference value for the Mobile Operators and the Service Providers to develop the optimal strategy and it also has a certain theoretical and practical significance for the sustainable development of the telecommunications industry.
