In view of the existing problems, planning ideas proposed by the author is:Scientific Outlook on Development as a guide, make full use of Ningde’s unique geographical location, good weather conditions, abundant species resources, integrate innovation elements, focus on cultivating4key points of "ecological safety, high quality and efficiency, characteristics of native, functional diversity", focus on the11industries as edible fungus, tea, vegetables, animal husbandry, fruits, grain and oils, traditional Chinese medicine, bamboo, flowers nursery stock, commodity forest industry, agritourism. At the same time, planning the11industries from the aspects of industry positioning, development goals, planning layout and cultivating measures, put forward a specific plan. In order to better promote the implementation of mountain agriculture comprehensive development planning of Ningde city, the author put forward the following strategies:to construct a number of production demonstration bases of high quality agricultural products, supporting a number of special agricultural products processing enterprises, construct a number of farmer professional cooperation economic organization, construct a number of modern agricultural park, to create a group of famous brand of agricultural products, to construct a number of wholesale trading market of agricultural products and agricultural materials, develop a batch of family farm.
