Study On The Exit Of Residential Land In Ningde City

Residential land withdrawal is the primary task of current rural work,an important factor for farmers to get rid of poverty,and the only way to achieve the integration of urban and rural development.Therefore,it has been widely concerned at the national and government levels.Over the past decade,Ningde City has made great breakthroughs in the withdrawal of residential land,which has led many farmers to a well-off society and promoted the integration of urban and rural areas.However,there are still some problems in this process,if not solved in time,it will seriously hinder the process of homestead withdrawal.Based on this point of departure,this paper carries out a detailed study on the current situation and existing problems of Ningde City's residential land withdrawal,and summarizes the relevant countermeasures,in order to better promote the Ningde City Government's residential land withdrawal work.Firstly,through consulting domestic and foreign literature,this paper finds out the concepts and contents related to homestead,which are detailed into homestead,homestead use right,homestead withdrawal,homestead "separation of three powers" and so on,so as to build a theoretical basis for the next research;secondly,the author visits and investigates the Municipal Natural Resources Bureau,Municipal Housing and Urban-Rural Construction Bureau and typical villages through sorting out the data and data.Through the integration of policies over the years,we know the real situation of Ningde City's homestead withdrawal,and summarize the main ways of Ningde City's homestead withdrawal,including expropriation,examination and approval,transfer of right to use and reclamation,and conclude the compensation methods of Ningde City's homestead withdrawal,mainly for centralized resettlement,housing reform,land consolidation and so on;Thirdly,we analyze Ningde City's current situation and research situation.The problems existing in the process of the withdrawal of residential land in Ningde City include single withdrawal mode,conservative compensation thinking,lack of social security,vague ownership of property rights,weakening of land management,insufficient stock funds,etc;Finally,through combing the current situation and problems,the countermeasures to promote the withdrawal of residential land in Ningde City are worked out,such as improving the withdrawal mode of residential land and improving the withdrawal of residential land.Compensation methods,the implementation of rural social security system,the improvement of rural housing security system,the establishment of a unified registration system for rural real estate,the development of democratic management of rural land,the establishment of special funds for the withdrawal of residential land,especially the optimization of the way of scattered withdrawal of residential land,which is also a potential innovation of this paper.This paper expects to provide some decision-making reference and reference for Ningde City's homestead withdrawal from the theoretical level,fill the gaps in the current academic research on Ningde City's homestead withdrawal,make modest efforts for Ningde City's urban-rural integration development,and promote farmers in Ningde City to get rid of poverty at an early date and move towards a well-off society.
