Study On Performance Evaluation And Promotion Strategy Of Precision Poverty Alleviation In Ningde City

The problem of poverty is a chronic problem of human beings in the course of economic and social development.In the era of poverty alleviation,in the face of deeper poverty,greater poverty reduction,and a more complex poverty alleviation and development environment,the depth,intensity,and breadth of poverty reduction policies play an important role in the extent and pace of poverty alleviation.In order to increase the efficiency of poverty alleviation work and promote better poverty alleviation results,scientific and objective evaluation of the effectiveness of precision poverty alleviation policies has become an important and innovative path for poverty alleviation work.This paper takes Ningde City as a research area,analyzes the poverty alleviation practices of 9 counties in Ningde City,and from top to bottom sets a total of four criteria layers:direct effect of poverty reduction,economic development,social development,and poverty alleviation,included 11 key problem layers and 33 program layers.Based on the actual situation of poverty alleviation work in the Ningde region in the current period,design a performance evaluation index system for poverty alleviation practices.Based on the AHP and the variation coefficient method,the subjective and objective combination weighting method combines the weights of each index,and then linearly weights the comprehensive evaluation model of 9 counties in Ningde City,ranks the obtained performance values,and combined analysis the radar analysis method to further summarize the results.The results of the study show that:9 counties and cities in Ningde City are at different levels of poverty alleviation process,and the poverty alleviation work focuses are different.The overall poverty alleviation performance of coastal counties and cities is higher than that of mountainous counties and cities,and the difference in the effectiveness of geographical regions is positively correlated with the economic scale.Economic development largely affects the effectiveness of the pro-poor policies.Economic development plays an important role in poverty alleviation.Poverty alleviation counteracts economic growth.In addition,the applicability of the policy should consider the optimization of the supply side of poverty-alleviation input and the demand management of poor groups,and pay attention to improving the quality of demand-side assistance.The study is mainly divided into four modules:first,based on the research foundations of various disciplines,combines the Theory of Resource Allocation,Inclusive Growth and Sustainable Development with the practice of poverty alleviation in Ningde City,and then constructs the research framework of this paper based on the research of other scholars;secondly,descriptive statistical classification analysis of poverty alleviation practice in 9 counties and cities in Ningde City,focusing on the effectiveness of various poverty alleviation policies;in addition,based on the actual of Mindong area,four evaluation criteria were included design:the direct effects of poverty reduction,economic development,social development,and poverty alleviation.Using the coefficient of variation method and AHP method to set the combined weights,a linear weighted model was constructed and radar analysis was used for evaluation.Finally,on the basis of summarizing the main conclusions of this study,an attempt was made to rely on regional characteristics,to explore the performance Improvement strategies of poverty alleviationpractices in Ningde City from five aspects including industry,culture and social poverty alleviation,effective poverty reduction input and poverty assessment mechanism.
