The Research On Countermeasures Of Managing Illegal Taxi In Zhengzhou

With the fast development of Zhengzhou’s economy, urban expansion and population booming, especially the development and construction of Zhengzhou Air Harbor Economic Comprehensive Experimental Zone and Central Plains Economic Zone, passenger traffic of Zhengzhou increases rapidly. The number of illegal taxi, together with officially licensed taxi, is also increasing. Illegal taxi problem is the mostprominent problem complained by taxi drivers as well as the most troublesome problem to the operation management department.Based on the theories of public product, government governance and new publicservice and using documentary research, experience summary and comparative analysis, the dissertation focuses on thinking and research on countermeasures of managing illegal taxies of Zhengzhou. Firstly, it outlines the number of illegal taxies in Zhengzhou, how they operate, where they operate and characteristics of their operations, elaborates harms caused by illegal taxies, and analyzes the reasons why illegal taxi exist. Secondly, it learns experiences from the strict examinations of licensed British taxi drivers, the practice of US car rental market, Japan’s public bus operation, Germany auto call center practice and other major taxi operation experiences of industry associations as well as experiences of managing illegal taxies in China especially the experiences of Shanghai’s efforts on developing urban public transportation and joint actions of departments of Huludao in Liaoning province. Lastly, it adduces ideas and insights of how to solve the problem; it proposes countermeasures on how to establish a scientific and high efficient transportation operation order and comprehensive management of illegal taxies of Zhengzhou through opening taxi market, establishing car rental association, improving and strictly implementing laws and regulations of taxi management, using new technological methods to conduct management and developing public transportation.
