On Problems And Strategies Of Illegal Taxi

Illegal Taxi has taken many troubles to Shanghai's city transportation. It doesn't only disturb the market order; harm the legal taxi driver's interest, but also damage metropolis of Shanghai's image. The relative departments and bureaus take many ways to punish and renovate the problem of illegal taxi, but the situation has not been solved effectively yet. So exploring the fundamental cause of the illegal taxi and taking the right measure to solve the problem will bring many benefits to the market order and social security.Via analyzing the reason why so many illegal taxis hasn't vanished and the current situations at Songjiang district of Shanghai Metropolis, I seek to explore the effective ways to govern the illegal taxi problem. Through a combined analysis of the internal and external cause of the illegal taxi problem based on Theory of public sectors' Roles, the Supply and Demand Theory, and Theory of Contestable Markets, I come to put up with comprehensive measures to solve the problem.In this paper, I will study the illegal taxi problem through using of literature studies, interviews, questionnaires and other methods and means. By using of literature studies I bring up the problem and the initiative ideas. By visiting the relevant department of Construction and Transportation Committee of Songjiang district to know about the development history and the quantity and the distribution of the illegal taxi, then validate the initiative ideas and take more adjust, and collecting information for the questionnaire. Then test the ideas comprehensively by using the questionnaire, gathering up and stating the dates.Using the researches for reference, through analysis the current government policy and illegal taxi drivers, I put up the golden rule to solve the problem based on the harmoniously society, broaden the research views creatively. It is a long, complex, systemic process to solve the illegal taxi problem. Only to change the government system, lower the entrance level, loosen the quantity control, develop and perfect the public transport system, enhance the government management, broaden the propaganda, create the channel to employ, learn the good practice from other countries, and bring all these means together can we solve the problem of illegal taxi thoroughly and maximize the social welfare.But this paper has not discussed the researchers of other countries, and the lean from overseas is superficial. I will pay more attention ton these scopes, and put forward the measures about the illegal problem from the global view. This paper also didn't discuss some questions deeply. Some advices should be more practical for future implement.
