Since reform and opening up, along with the rapid economic development, people’s life improvement and infrastructure accelerate, growth of domestic manufacturing capacity in China’s demand commodities also increased rapidly. China has now become a global commodity consumption power. Meanwhile, as unbalanced resource distribution of some commodities, particularly General bulk mineral resources away from economic centers and coastal areas, the transportation cost is high. Therefore, our resources and economic development trend in the future for a long period of time, requires large imports of strategic commodities.Zhoushan has a unique location and rich resources of port shoreline. Bounded by the Pacific Ocean, Prosperous Yangtze River Delta region as its economic hinterland, Zhoushan is an important hub of River-Ocean combined transportation in China. Commodity trade development in Zhoushan can provide energy in support of sustaining economic growth in Zhejiang province and Yangtze River Delta, which also can be supplied as a national strategic resource to provide protection.This Paper use methods of comparative analysis and empirical analysis. According to the international trade and the new public service theory, first of all, explains related concepts such as commodity trade. Secondly, depicts the necessity and feasibility of promoting the development of commodity trade for Zhoushan City. Then makes research the development of Zhoushan City’s commodity trade, especially focuses on the problems and the causes of such problems. Then through well-developed international port cities and domestic cities of main practice statement in commodity trade, analysis from Zhoushan port cities at home and abroad in the course of development of trade in commodities can learn from the experience. Finally, analysis the Zhoushan city government’s role in promoting the development of commodity trade and describe the concrete measure can be taken to promote the development of commodity trade.
