Emergency Logistics Capability Evaluation Research For The Third Party Logistics Enterprise In Handan

With the various types of emergency events occur frequently, as an emerging field,emergency management has received great attention of scholars domestic and overseas.At present, the third party logistics enterprises have been involved in the nationalemergency rescue activities, which can effectively integrate social free resources,improve emergency logistics efficiency and reduce the total cost of emergency logistics.To research emergency logistics capabilities of enterprises in emergencies has a strongtheoretical significance, meanwhile it also has an important realistic meaning to theenterprises, the logistics industries even the whole country.The paper firstly introduces the research background and significance, andsummarizes the domestic and foreign study situation about unconventional emergencies,emergency management and the third party logistics enterprises, and then expounds thebasic theory of emergency logistics capability evaluation studies. Secondly, according tothe principle of indicators selection and the factors affecting the emergency logisticscapability, it establishes an initial evaluation system of enterprise emergency logisticsability from information process ability, organization and management ability, supportguarantee ability, emergency rescue ability, service quality and logistics cost six aspects.Next using the subjective and objective combination weighting method containingprecedence chart and entropy method to distribute the weight of the indicators, and thenconstructs the emergency logistics capability evaluation model of the third partylogistics enterprises in Handan based on the unascertained measure. Finally, drawing upquestionnaires from a quantitative point of view, and achieving reduction of the initialindex system using rough sets theory, in the end, it evaluates the third party logisticsenterprises emergency logistics capability of Handan city, and also validates thescientificity and operability of the index system and feasibility of the evaluationmethod.
