Since the reform and opening up, with the rapid economic growth, China’s coal industry has achieved rapid development, and coal production has maintained the first for many years in the world. Due to the larger effect in coal mining process by the human, environmental and many uncertain factors, coal mine safety accidents are also continuously. Coal mine accident is not only related to the life safety operations personnel, b ut also restricts the China’s economic growth and social stability, which is the focus of national attention for a long time. As China’s emergency rescue system of coal mine is gradually improving, compared with developed countries, China still has a large gap in the emergency management ability. However emergency logistics is the first link of emergency management, emergency logistics capabilities will have an important impact on the effectiveness of emergency rescue. Therefore, it is very important to study coal mine emergency logistics for emergency management in China.The paper considers coal mine emergency logistics capability as the research object, on the basis of discussing emergency management and emergency logistics related theory, expounding the connotation of coal mine emergency logistics capability and the characteristics of coal mine emergency logistics capability. Meanwhile, many of the problems are analyzed, including the lack of system on emergency management, emergency plan feasibility of high quality, weak safety awareness, lacking of professional rescue teams. From the aspects of human factors, equipment factors, environmental factors, management factors influenc ing factors of coal mine emergency logistics capability, combined with the designing principle of index system, the paper establishes four first level indicators, including the command scheduling, materials management ability, the ability of information management and disposal reduction control capacity, and that inc luding emergency logistics dispatching ability 17 coal mine emergency logistics capability index system is established, and makes a detailed analysis of each indicator. Using ANP-FCE to construct the model of coal mine emergency logistics capability, obtained through expert scoring evaluation matrix, weighted super matrix, ultimate super matrix, to determine the weight of a secondary evaluation index and fuzzy comprehensive evaluation in a series of process. According to the princ iple of maximum degree of membership, the paper determines coal mine emergency logistics capability level.In order to verify the practicability of the model, the paper takes the X coal mine in Inner Mongolia as the research object. Based on the model of the coal mine emergency logistics capability evaluation model, the final result shows 40.8% grasp that the coal mine emergency logistics capability level is in the middle, that is, the ability of emergency rescue is general. Through evaluation, it could understand and discover the problems and defic ienc ies in coal mine emergency logistics, and be targeted to take effective preventive measures. Finally, For the coal mine emergency logistics status and vulnerability, to strengthen early warning mechanism building of coal mine safety accidents, to increase the number of emergency material reserves, to strengthen the building of the team of professionals included, a series of promotion countermeasure and suggestion of coal mine emergency logistics capability is proposed.The innovation of the paper is that constructs based on network leve l analys is method and fuzzy comprehensive method the coal mine emergency logistics capability model, putting a new theory and method to use to the coal mine emergency logistics capability evaluation, which provides a more comprehensive and systematic theoretical reference for the coal mine emergency logistics capability evaluation.
