Research On Fiscal Investment And Loan In Liaoning Province’s Agriculture Infrastructure

Agricultural infrastructure is the “social overhead capital” of the development ofagricultural economy, as well as the material base of agricultural modernization andsustainable development, which remains to as one of the keys solutions to problems inrural areas for farmers and agriculture. For a long period of time, the agriculturalinfrastructure in Liaoning province has been undercapitalized, which has become animportant bottleneck of Liaoning province’s agricultural development and farmers’income growth rate. As the agricultural infrastructure itself is a quasi public product,funding requirements could not be met only with the fiscal investment and privateinvestment in place. The fiscal investment and loan, is really something needed inbetween, to fill up the investment gap in the quasi public products. So the dissertationcarries out a further research on fiscal investment and loan in Liaoning province’sagriculture infrastructure.By using correlated theories already developed for analysing fiscal investmentand loan programs for infrastructure development in rural areas, this paper makes areview of the historic development of the fiscal investment and loan programs in theconstruction of agriculture infrastructures in Liaoning Province, compares it with theoverseas agricultural infrastructure fiscal investment and loan programs, identifiescertain problems in existence and finally put forward some suggestions in regards toimproving Liaoning province’s agricultural infrastructure fiscal investment and loanprograms. The dissertation is divided into five chapters:Chapter l:Introduction. The chapter introduces the research background andsignificance of this paper, as well as the research methods, innovations anddeficiencies. At the same time, the chapter carries on a more comprehensive andobjective summary to the domestic and foreign research.Chapter2: An overview about the related theory of agricultural infrastructurefiscal investment and loan. Firstly the chapter introduces the concept of agriculturalinfrastructure and fiscal investment and loan. Then the chapter introduces thecorrelated theory of fiscal investment and loan in agricultural infrastructure, formingthe important basis and logic staring point of agricultural infrastructure fiscalinvestment and loan analyses and study.Chapter3: An analysis of the current situation and the problems of fiscalinvestment and loan in Liaoning province’s agriculture infrastructure. Firstly thechapter analyzes the current situation of fiscal investment and loan in Liaoningprovince’s agriculture infrastructure, then by constructing econometric model to test the cointegration relationship of agricultural infrastructure investment and the totalagricultural output value in Liaoning province, finally analyzes the problems existingin fiscal investment and loan in Liaoning province’s agriculture infrastructure basedon the above.Chapter4: Foreign experience and enlightenment of fiscal investment and loanin agricultural infrastructure. The chapter introduces some experience of agriculturalinfrastructure fiscal investment and loan in Japan, Korea and India and sums up theenlightenment for fiscal investment and loan in Liaoning province’s agriculturalinfrastructure.Chapter5: Analysis is made on countermeasures in the problems of fiscalinvestment and loan in Liaoning province’s agricultural infrastructure. Aiming at theexisting problems of fiscal investment and loan in Liaoning province’s agriculturalinfrastructure, the dissertation suggests that we should improve the mechanism ofagricultural infrastructure fiscal investment and loan, establish the long-term stablegrowth mechanism of agricultural infrastructure investment, improve the efficiency ofagricultural infrastructure investment, expand the financing channels of agriculturalpolicy financial institution and innovate the ways of agricultural infrastructure fiscalinvestment and loan.
