Research On Financial Investment In Science And Technology In Liaoning Province

Investment in science and technology is a guarantee of science and technologyprogress. The nature of scientific research and public finance determines thatgovernment’s financial investment is an essential part of the investment in science andtechnology. Positively leveraging finance fund of Liaoning province and improvingfund utilization are benefical to the development of science and technology as well asthe economic development in Liaoning province. This paper consists of seven chaptersand the main contents of each chapter are as follows:The first chapter is the introductory part of the paper, which describes the researchbackgrounds and significance, domestic and abroad research overview, research contentsand methods, the main innovation points and shortcomings.The second chapter discusses the necessity of science and technology financialinvestment from theorical view, which establishing the theoretical basis of analysis. Thischapter introduces two basic theories: one is market failure and government intervention,the other one is the theory of public goods.The third chapter analyzes the status quo of the financial investment in science andtechnology in Liaoning province from three aspects: scope of investment in science andtechnology and funding sources, the total fiscal expenditure on science and technology,and financial investment structures.The fourth chapter evaluates the performance of fiscal expenditure on science andtechnology combined with the actual situation in Liaoning province. This chapter usesspecific indicators in DEAP2.1software to make an empirical research on therelationship between input and output of public investment of science and technology inLiaoning province and further analyzes the results.The fifth chapter points out some problems in the financial investment with theresults of data analysis and empirical analysis, including shortage in financial capitalinput, the unreasonable areas of expenditure structure and the low output efficiency. Italso deeply analyzes the reasons of these problems.The sixth chapter collects and analyzes foreign financial investment in science and technology system, and summarizes related experiences to provide reference forimproving the mechanism of finacial investment on science and technology in Liaoningprovince.Combining with the experiences of developed countries and the disadvantages incurrent situation, the seventh chapter offers policy suggestions about improving fiscalinvestment in science and technology system in Liaoning province from four aspects:fully utilizing the guiding function of fiscal expenditure on science and technology;optimizing investment expenditure structure and increasing the investment infundamental research; enhancing supervision mechanism of investment in science andtechnology and improving funds utilization; accelerating the transformation of scientificand technological achievements.
