Finance is the core of the national economy, is the cornerstone of the sustainedand healthy development of the national economy. Commercial banks as the mainbody of China’s financial industry has play a decisive role, the influence on thedevelopment of the national economy. American subprime mortgage crisis and theEuropean debt crisis shows promotion system of commercial banks in anoperating efficiency for the development of the national economy play anindispensable role. Looking to the future, the competition among commercialbanks not only will change rapidly and the like a raging fire, and the key todetermine the success or failure of competition lies in its efficiency. Therefore, toresearch the efficiency of commercial banks is of great theoretical and practicalsignificance.In this paper, the efficiency of state-owned and non state-owned commercialbanks as the research object, through comparative study and empirical research,trying to answer the following several aspects: the status and differences inmanagement efficiency of state-owned and non state-owned commercial banks? Themain reasons causing the differences of efficiency is what? And how to improve theefficiency of commercial banks?This research mainly launches from the following aspects:Firstly, introduces the background and significance of the research and therelevant research of domestic and foreign literature to comb, on the basis of thecalculation method of definition, classification, influence factors and efficiency ofcommercial bank efficiency, do the theory and technology foundation for theempirical analysis of the following parts.Secondly, through the DEA model input oriented, on the efficiency ofstate-owned and non state-owned commercial banks were measured, the mainfinding is: first, on the technical efficiency and allocative efficiency, state-ownedcommercial banks is lower than that of state-owned commercial banks, but thedifference is gradually narrowing, state-owned commercial banks have catch up with the trend; second, pure technology efficiency, state-owned commercial banks andnon state holding commercial banks enjoy the pure technical efficiency higher, nosignificant difference between the two; third, returns to scale, state-ownedcommercial banks are almost in the stage of decreasing returns to scale, returns toscale in non state owned commercial banks are mostly in the constant returns toscale and a small amount of increasing returns to scale stage.Thirdly, through the analysis of panel data, discussed the factors thatinfluence the state-owned and non state-owned commercial banks efficiency. Themain conclusion is: the asset scale, the degree of innovation and efficiency of bankasset quality, weak positive correlation, loan to deposit ratio, the quality of humanresources and the bank efficiency significantly positive correlation,ownershipstructure and bank efficiency significantly negative correlation; in comparison,state-owned commercial banks because of its own relative advantages of asset sizeand degree of innovation and other aspects of the higher efficiency non state ownedcommercial banks, which is because of the relative advantage of asset quality, loanto deposit ratio, the quality of human resources, to obtain higher efficiency.Finally, put forward the policy suggestions based on the theoretical analysis andthe empirical results: first, to further deepen the state-owned commercial bankjoint-stock reform; second, moderately optimized commercial banks; third, improveasset quality, strengthen risk management; fourth, the intermediate businessdevelopment, improve the degree of financial innovation; fifth, improving humanresources quality, strengthening the concept of talent; sixth, optimize the assetstructure, appropriate introduction of foreign investors.
