Study On The Path Of Heilongjiang Province Trade And Economic Cooperation With The Russia

China and Russia established strategic partnership in2007, which makes them change from geopolitical cooperation to geographical economic cooperation. As a frontier province in northern China, Heilongjiang province adjacent to Russia, the common boundary line is3045kilometers, and both sides has unique geographical advantages and cooperation basis. Heilongjiang province and Russia maintain a good economic and trade cooperation relations for many years, they have achieved fruitful results in the field of labor, trade and investment. After the Heilongjiang’s "Twelfth-five-year planning" implementation and Russia’s accession to WTO, their policies and regulations will be changed, In order to further strengthen the bilateral economic and trade cooperation relations, improve the cooperation level and trade scale, In the national overall strategy of the open border, Heilongjiang province should make full use of its advantages and policy adjustment to continuously improve the path of economic and trade cooperation with Russia, build Heilongjiang province as a bridge of trade with Russia.Although Heilongjiang province economic and trade cooperation with Russia has developed rapidly in recent years, bilateral cooperation scale and areas are continuously expanding, it is still facing the following problems:the weak main body, unreasonable import and export commodity structure, lack of big enterprise participation and big project driving in investment cooperation, poor environment and so on. Use variable regression and suitable gravity model to analyze bilateral economic and trade cooperation from2000to2012, the conclusions are that the expansion of bilateral trade played a significant role for economic growth, the two sides still has great cooperative potential and development space. At present, the economic and trade cooperation between Heilongjiang province and Russia are reflected in four aspects that are labor, trade, investment, science and technology. In terms of labor, Heilongjiang province cooperate with Russia through contracting projects and labor export, but there are some problems such as Russia can’t perform contract after completing the projects and labor services’technical level are relatively low, in order to further strengthen bilateral cooperation in labor service, Heilongjiang province should adopt the "independent" contracting projects to reduce the Russian obstacle and default, establishing labor export training institutions to improve personnel’s professional skills. In terms of trade, border trade is the main way of trade between Heilongjiang province and Russia, Heilongjiang province trade to Russian is importing resource-intensive products and exporting labor-intensive products, which will hinder the bilateral cooperation in the long run, Hcilongjiang province can build production and processing base to increase the added value of agricultural products, extend the industry chain of resources products to strengthen bilateral trade cooperation. In terms of investment, the main investment way of Heilongjiang province to Russian is establish a joint venture, investment focus in the field of resource development, but most of investment enterprise are small and medium-sized private enterprises, and funds are limited, which restrict the investment cooperation level, to further strengthen bilateral investment cooperation, Heilongjiang province can participate in the Russian infrastructure construction, bilateral governments can also build commercial banks that can provide financial services for bilateral investment enterprises. In science and technology, bilateral cooperation are based on building up science and technology cooperation center to Russia, introducing technical equipment and personnel from Russia, in order to further strengthen bilateral cooperation of science and technology, Heilongjiang province should innovate independently on the basis of introducing Russian technology and can also create high-tech cooperation park with Russia to improve bilateral strength of scientific research and the level of science and technology cooperation, and then to promote the development of bilateral economic and trade cooperation.
