With Russia's eastward strategic and China's development and open of the West, economic and trade cooperation between China and Russia in multi-level and multi field keep deepening and strengthening. While Heilongjiang Province is known as the bridgehead of trade with Russia, the value of import and export trade with Russia has accounted for 2/3 of the whole province's import and export value, accounted for nearly 1/4 of that of China trade with Russia in recent years. Heilongjiang province has become an important window for the north of China through Russia to reach Central Asia, West Asia and Europe countries. Under the background of interoperability requirements and national "One Belt and One Road" strategy, with new opportunities of the border development strategy of opening up, in order to meet the needs of the transformation and upgrading of the economic and trade relationship with Russia, to build a free trade area between China and Russia and vigorously develop the practical needs of Russian cross-border business, Heilongjiang Province put forward to the construction of the economic zone of the Eastern Sea Silk Road in November,2014, in which cargo channel from Heilongjiang province to Russia. is the key task in the national "One Belt and One Road' strategy.This paper adopts interdisciplinary research method, map research and quantitative analysis to study on the cargo channel from Heilongjiang province to Russia. In the terms of supply of cargo channel, Heilongjiang province has 15 borders to Russia, mainly focus on Suifenhe, Heihe, Dongning, Tongjiang port, including cargo railway, highway, water and air freight channel; from the perspective of demand of cargo channel, Heilongjiang province and Russia expand the scale of border trade and general trade, processing trade also develops rapidly and the range of commodity become more and more widely. From the supply and demand situation of freight corridor, currently, cargo channel from Heilongjiang province to Russia are imbalanced between supply and demand of freight scale. Logistics distribution, traffic capacity, transportation mode are not reasonable. Some important docking channel nodes are not smooth. From the optimization of cargo channel, Heilongjiang province should build the multi-international transport channel, adjustment positioning and layout of the ports to Russia and improve the construction of domestic freight transportation nodes. From the security measures to optimization of the freight transport corridor to Russia, government should improve supporting policies of construction and operation of freight to Russia, build the bilateral coordination mechanisms of construction and operation, enhance the level of informatization of Russia Logistics System and speed up the legal process of management of Russia freight corridor.Optimization of freight transport corridor from Heilongjiang Province to Russia and achieving the reasonable division and coordinated development of the various modes of transportation, it is helpful to promote the formation of a comprehensive, three-dimensional convenient, efficient and high international transportation hub system and an international logistics hotline which connecting Heilongjiang Province with the domestic and the overseas, including Russia, Northeast Asia, docking to EU, North America and South America. It is of great significance to build the neighboring countries friendship, mutual benefit and win-win relationship and the economic and social development of the border areas of China, so as to play the important role of Heilongjiang province's "Land and Sea Silk Road Economic Belt" in the " Border Open and Development" and " One Belt and One Road " strategy.
