The development zone is a special economic space which set up to attract foreign capital under the background of China’s globalization. These years, the development zone has already become an important developing section of China’s macro economy, and has played an vital role in promoting China’s economic growth. However, there are also some problems in the development zone, which specifically performs in being too focused on attracting investment while ignoring the upgrading from the appearance development to the function development of development zone, and this makes the development zone difficult to achieve long-term, sustainable and coordinated development. These phenomenon are closely related to not only the managers’naive view of the development zone, but also the academia’s neglect of the vital function of development area to renovate or remodel space when evaluating development zones. Therefore, this paper, based on space production theory, aims to explore the mechanism of construction and renovation of space in the development zones and to restructure the appraisal system of the development zone, in order to help for the optimization and development of the development zone.The thesis is divided into seven chapters:Chapter Ⅰ mainly introduces the research background, content, significance, research method and technical route etc. Chapter Ⅱ is involved in related research review of the field, including the research on appraisal systems of the development zones, as well as research on concept and content of space production. Chapter Ⅲ is about the political economic analysis of space production, and it mainly discusses the relationship between capital flow and space production, providing a theoretical basis for relevant research in development zones below. Chapter Ⅳ deals with the relationship between construction of development zone and space production, which is under the background of transnational flow of capital, and this chapter also analyzes the nature of development zone’s construction and its influence on the renovating and remodeling space. Chapter V explores the enlightenment of space production theory to the performance evaluation in development zones, and correspondingly proposes a new appraisal system. Chapter VI takes nine municipal development zones in Shanghai as samples to empirically test and analyze the appraisal system. Chapter VII is about the conclusion of evaluation results and policy suggestion on the optimization of development zone.The paper argues, the construction of development zones is, in the context of the huge cross-border capital flows, essentially a mode of space production, and through renovating or remodeling the space, it creates beneficial conditions for capital cycle. Thus, appraisal system of development zones should be redesigned in perspective of space production. Moreover, the empirical analysis on the reconstructed appraisal system of the development zone shows that physical space production is merely the foundation while social space production is the essential element. Therefore, development zone should focus on the social space production, which in detail is to increase investing social public service, improve people’s livelihood, promote the accumulation of human capital and optimize the atmosphere of research and innovating, by which creates condition of optimizing the development zone.
