Statistical Evaluation Of Industrial Economic Efficiency Considering Th E New Industrialization Path With Chinese Characteristics

In2002, the "new industrialization" path was proposed in the16th NPC; new industrialization path with Chinese characteristics was further put forward in17th NPC and in18th NPC, the grand goal of achieving basic industrialization in2020was raised; however, since the new industrialization path with Chinese characteristics was carried out, though the situation of China’s industrial economic efficiency was studied by a large number of scholars, there has not been a systematic index system or an authoritative research method. While qualitative analysis and quantitative description analysis is still the focus for most of the studies, reasonable indicator system and statistical inference model have become the research direction for the current scholars.By studying the theory of new industrialization with Chinese characteristics, the six connotations included were sorted out, and then an economic efficiency evaluation system of new industrialization with Chinese characteristics was set up, including9input indicators and14output indicators. Basing on the industrial economic indicator data of Zhejiang Province, Sichuang Province and the whole country from2005to2012, this paper aims at using the method of the combination of principal component analysis and DEA model to evaluate and compare the industrial economy operational efficiency after the implementation of the new path of industrialization with Chinese characteristics. First of all, the principal component in the connotation of the input and output indicator index was analyzed, and then the principal component of the input and output indicator index were analyzed, and finally the initial9input indicators and14output indicators were extracted for2input principal components and3output principal components. Basing on2input principal components and3output principal components extracted from the principal component analysis as well as the industrial economic efficiency evaluation concluded by adopting DEA model, it was found that:(1) through the longitudinal time trend analysis, the DEA effectiveness of the industrial economic efficiency has been declining, and that of Zhejiang industry economic efficiency in2005and2006DEA was full and in2007there was no significance, but since2008, the effectiveness has been gradually strengthened; the DEA effectiveness of Sichuan industry economic efficiency has been full since2006, except in2008and2009influenced by the financial crisis;(2) through comparative analysis by horizontal space, in the eight years from2005to2012, except for2005, the industrial economy operating efficiency of Sichuan Province has been more effective than that of Zhejiang Province, and the gap between it and the national level is expanding year by year. Though the industrial economic efficiency of Zhejiang Province is not as strong as the DEA efficiency of Sichuan Province, but it is higher than the national level, except in2007.By studying the causes of the results, it is concluded that although the industrial economy operating efficiency of some provinces (such as Sichuan Province) is in high level by adopting the new industrialization path with Chinese characteristics, the overall level of China’s industrial operation cannot keep up with the pace of the connotation added continuously to the new industrialization with Chinese characteristics, resulting in low overall national industrial economic efficiency levels. Basing on this and the policies proposed aiming at the optimization of the new industrialization structure with Chinese characteristics, innovation-driven, green carbon, two-oriented integration, this paper concludes that in the future development process of China’s industrial enterprises, we should slow down the industrial growth speed in the development process of the industrial enterprises, pay attention to the requirements of the new industrialization with Chinese characteristics, such as the environmental protection, construction and sustainable development, and gradually improve the industrial economy operating efficiency on the road of industrialization with Chinese characteristics.
