Civil servants as a part of the national human resources, their participation.. working behavior and attitude, greatly affect the government’s working efficiency and public satisfaction to the government. Law enforcement of industrial and commercial system as an important part of civil servants, shouldering the law gives the government the authority to perform the task. Because of the characteristics of administrative law enforcement, law enforcement personnel shouldering the task of industrial and commercial system not only strengthen the supervision and management, protecting the operators and consumers’the legal rights and interests, but also against a lot of unfair competitive actions, for example commercial bribery, fraud and monopoly, they full force to maintain the market order.At present, the existence of common problems of industrial and commercial system in human resource management:the first is the lack of effective incentive mechanism, the second is the lack of systematic performance appraisal system, the last one is the lack of systematic training system. If the management system of law enforcement is bad, it will have a direct impact on the work efficiency. The human resources as the continuing development is the basic in the unit, its function lies in the improvement of the system and the quality of law enforcement personnel, it will help to improve staff efficiency, and attract the best talent into the commercial law enforcement team, it also improve the quality of the whole staff in the industrial and commercial system.The practical significance of this paper is choosing the industrial and commercial bureau in Z city as a case, in depth analysis of its existence problems in human resource management, and according to analyzing the civil servants in the presence of performance appraisal, incentive mechanism, training system and other system problems, found the existing problems in the human resource management in the work. Based on the work of the existing problems, we put forward the improvement scheme, and we hope to be able to getting a higher quality and great professional competence team in industrial and commercial system.
