Machinery industry is facing a great chance for development during the national 11th five-year plan. The role of machinery manufacturing industry was emphasized by the party. Meanwhile, it is a great opportunity for the development of Tianjin Machinery & Electric Industry Holding Group Company (TME) that Binhai New Zone has adopted in the development plan of the whole nation. As a matter of fact, the programs of key-product development and new technology research have raised higher requirement for persons with ability, and offered new challenge for human resource management of TME.Traditional staff management of personnel, labor affairs and payment issues must be transferred to modern human resource management, which is a common problem faced by the state-owned enterprises in their process of restructuring.Both theoretical and practical methods are employed in the article. Based on the research on the theory of human resource management and incentive mechanism, the conditions of human resource management in TME is analyzed from the aspects of training, salary and welfare, performance appraisal and incentive mechanism .etc. The problems existed are found out and a new strategic human resource management system is established according to the enterprise's development program and operation strategy.
