The safety of agricultural products includes supply safety and quality safety of the agriculturalproducts. While, at the time when the problem of food and clothing of consumer have been resolved andconsumer requires more higher quality of life, the problems of edible agricultural products’s quality safetyhave become increasingly prominent, and become the focus of attention.How to ensure the food quality and safety of agricultural products is not only related to the life andhealth of consumers, but also reflects the effect of the implementation of government functions. In theproduction process of edible agricultural products, the quality of inputs is directly related to the quality ofedible agricultural products. Therefore, from the view of control input of edible agriculturalproducts, researching the possible range of inputs which be used immorally in the productionprocess,putting forward countermeasures of controlling the quality of inputs in the production process ofedible agricultural products through the regulatory function of the tax, and try to design a networkmonitoring system to control the quality of inputs, to make up the deficiencies in food safety regulatory andpost-processing lag. And give full play to the functions of regulatory authorities, supervising andcontrolling the quality of inputs for edible agricultural products.Based on a large amount of data compilation and analysis, First of all, studying the control in theproduction process of the edible agricultural products about abroad, and get inspiration which can beapplied to input from the study. Secondly, analyzing present situation of quality safety of edible agriculturalproducts and the main limits which existing in the input control, get the conclusion that it has verysmall influence on control of the enterprises’ non-moral behavior only by the supervision and punishmentof regulatory’s inspections and spot checks.Then, through the typical investigation in agriculturalproduction base and enterprises and the research on food safety standards, put forward the scope of non-moral inputs of the main farming products, livestock products and fruit products. Finally,through enlightenment what domestic and overseas strategy which can effectively control the expenditureof agricultural non-moral input,and exploring the linkage of management mechanism which tocontrol agricultural production inputs of various functional departments,to establishing a control networkof supervision system to control effectively quality and safety of edible agricultural products.
