Study On The Quality And Safety Supervision System Of Edible Agricultural Products In Sales Link In Nangang District Of Harbin City

With the rapid development of economy and the great satisfaction of people's material life,the quality safety of food has replaced quantity safety,which has become an issue that the whole society attaches great importance to.As the basis of all kinds of food,the quality and safety of edible agricultural products are closely related to the vital interests of the people.The sales link is the final barrier for products to reach consumers.The quality and safety of edible agricultural products in sales link directly affects people's living standards.Especially at present,the quality and safety problems of edible agricultural products occur frequently,so it is very important to strengthen the construction of quality and safety supervision system.Nangang District of Harbin City has wide distribution and diversified patterns of edible agricultural products' operators,and the sales market has formed a certain scale to supply edible agricultural products to consumers in the whole district and even most areas of Harbin City.This paper takes the sales link in Nangang District of Harbin City as the research scope,analyses the current situation of the supervision of the quality and safety of edible agricultural products,and explores the suitable supervision mode for this area,so as to improve the supervision level.At the same time,it also provides the direction for the establishment of the city's supervision system.At present,the quality and safety supervision system of edible agricultural products in sales link in Nangang District has some problems,such as single supervision form,imperfect legal system and inefficient government management.In order to solve these problems,this paper starts from the connotation and characteristics of edible agricultural products,by drawing on the advanced experience of domestic and foreign supervision,and takes the theory of information asymmetry and government regulation as the guidance,puts forward a three-in-one multi-governance supervision system which contains government control,operator self-discipline and consumer supervision.And in view of the problems highlighted by the existing regulatory model,puts forward countermeasures and suggestions for improvement.Firstly,differentiate differenttypes of operators and carry out targeted supervision,and then,emphasize the external supervision role of consumers,strengthen the cooperation between government departments and increase the investment on the quality and safety supervision system,establish and improve the legal system,safety traceability,integrity,inspection,accountability and other systems,so as to form a multi-agent and comprehensive supervision network for the quality and safety of edible agricultural products to standardize market order,safeguard consumption safety and people's life and health interests.
