A Study On The Project(the First Phase) Of Global Position System Monitoring Platform Of CNPC Transportation Company Limited

The evaluation after the project plays an important role in the whole process of the project.It is an objective and comprehensive summary about completed project of the planning,including project decision. Project construction, design, completion of the project, checkingand the whole process of running. The essay aims at analyzing the financial and economiceffect when all the aspects above interact with the society and financial surroundings. In theway of checking and summary, we can make sure that whether the target is completed,whether the project is reasonable, whether the economic target is realized, then, we can findout the reasons whether failure or success as well as sum up the successful experiences.Through the effective feedback, we can build up our management level for new investment.This paper, for the first time, make an data analysis for the project (the first phase) ofglobal position system monitoring platform of CNPC transportation company limited, mainlybased on the theory and method of Post Project Evaluation. According to the data during theprior period of the project and the actual data since the project had been put into operation, thepost evaluation analysis focuses on the four aspects: objective, benefit, effect and duration.Due to the project analysis, the paper demonstrates the reason leading to project success andfailure, summarizes the lessons from experience, and provides comments and suggestions onthe issues---about expansibility of capacity and effectiveness of function of theplatform---stemming from the process of implementation and operation of the project. What’smore, it also provides valuable experience for the further construction.
