Study On Project Monitoring And Evaluation Index System For Expressway Construction Project In Yunnan Province

With national economic developing rapidly after china's reforming and opening,the expressway transportation in China has developed considerably.In light of the increasing of invest in infrastructure in our country,constructing of expressway is advanced much and the grade and network of expressway has been improved.Monitoring and Evaluation(M&E)is an important modem method and means of project management.In recent decades,it is widely applied to the poverty alleviation Programs of UN,public investment projects of some developed and developing countries.M&E is applied in expressway project which is one of the important fields in which, even more an important measuring way of judging a project operation effective or not. M&E can significantly improve the decision effectiveness and efficiency of expressway project,and also,it can possibly relieve the project corruption problem.Starting with the relationship between transportation and economic development,this text has drawn a question in the field of monitoring and evaluation on expressway project benefit.Based on expatiate on the investigation actuality of monitoring and evaluation in our country and overseas,the author educes the meaning of expressway benefit monitoring and evaluation.Secondly,the author explored the theoretic bases for M&E from Transport economics, Welfare economics,Sustainable development theory and the theory of project management, and analyzed inscape of expressway sustainability in the aspect of economy,society and environment by data collection of WuKun expressway in Yunnan province of China,which is the foundation of establish M&E index.After that,the author brings forward few principle of establish M&E index.Finally considering the actual conditions of Yunnan Province,M&E index system is set on the basis of the thing that preceding paragraphs are narrated.Using it to set up matrix of the project with this text synthetically to the index system which this province puts forward, and drawing the weight of each relevant indexes of the expressway.It is expected that the control over expressway project itself puts forward a standard with rational comparative science.
