To build China into a moderately prosperous society in an all-round at2020, is the grand goal put forward by the18th National Congress of the Communist Party of China. The realization of people’s right of abode is the basic premise to achieve this goal. In the countries in the process of urbanization, it’s not hard to see that they all had appeared housing absolute shortage period. In order to solve this problem, around the world developed countries indemnificatory housing development, security form is different, system is different. But they all encourage people to rent houses to realize’home ownership’. To alleviate the contradiction between supply and demand of housing, and enter the stage of improving living environment, to encourage people to buy self-owned housing. Advocating low-income families to realize residency by the way of rent, changing the traditional thought that through buying the private housing to realize the right of residency.
